In the last 20 years, 12,000 people of the country have lost their lives in the violent activities of Maoist insurgents. Out of these 12 thousand people,2700 are security forces personnel, while the remaining 9 thousand 300 are innocent people.In addition to the security forces personnel,the anti-development Left Wing Extremists have targeted public property, such as roads, bridges, culverts, railways,electricity, towers, hospitals, schools,Anganwadi and Panchayat buildings etc.are created by.
It is evident from the destruction of the Left Wing Extremists that they do not want to allow the means and facilities of development to reach the remote and in accessible areas, because these facilities pave the way for the economic and social progress of the local people and the local people from the main stream of the nation. Thus, in view of the need to formulate short-term, medium-term and long-term policies at different levels, the Union Home Minister had introduced the solution theory to deal with the problem. Solution (SAMADHAN) can be understood by the follow
- S- Smart Leadership: To deal with Left Wing Extremism, there is a need for leadership full of qualities like vision, no goal, restraint, self-confidence.
- A-Aggressive Strategy: Two-three attacks on the security forces have created a need for a new offensive strategy. Therefore, there is a need to ensure that the State takes the responsibility of actions against Left Wing Extremism, with the full cooperation of the Central Armed Police Forces. There is an absolute need for 'unity of purpose' and 'unity of action' for actions.
- M-Motivation and Training: The essential elements for success against Left Wing Extremists are- right attitude, right strategy, efficient use of available resources,knowledge of enemy's strengths and weaknesses, training of security forces and their facilities and Arrangement of means.
- A-Actionable Intelligence: Various agencies and security forces should develop a good network with the local public for actionable intelligence. There is a need to delineate certain mechanisms between the local police and the central forces for the exchange and use of intelligence.
- D-Dashboard Based KPIs (Key Performance Indicators) and KRAS (Key Result Areas) Determination of 'Key Result Areas' (KRAs) to review the preparedness, performance and regular progress of the unit and assess the individual capabilities of each jawan.
- H-Harnessing Technology: To promote the use of New Defense and equipment technologies on the Left Front.
- A-Action Plan for Each Theater: To combat Left Wing Extremism in different states, there is a need to fight on multiple fronts and prepare a separate action plan for each front.
- N-No access to Financing: It is necessary to create barriers in the financing of Left Wing Extremists.
