To end Left Wing Extremism Government strategy and important efforts
- Recognising the multi-faceted nature of Left Wing Extremism that has emerged as the biggest challenge to the process of internal security and nation building, the government has adopted a multi-pronged strategy for its end – security interventions, development, rights of the mostly affected tribal population, and Public Concept Management etc.
- In the 'Security Sector', the Central Government is operating a security related expenditure plan along with deployment of Central Armed Police Forces,Indian Reserve Battalions and 'COBRA Battalions' in the affected states. Recently, the Security Related Expenditure Plan has also been approved by the Government in the year 2017 as a component of the Umbrella Scheme “Modernization of Police Force”scheme for a period of 03 years till the year 2020. Also, construction of safe police stations by the Government. 400 Fortified Police Stations were sanctioned by the Ministry of Home Affairs in 10 Left Wing Extremism affected States out of which 386 have been constructed and work is on 14. In addition, capacity building of the States by building important roads Emphasis, community policing and village defense committees, greyhound forces, etc. have also been formed.
- Consistent with Surrender and Rehabilitation Policy Special for surrendered Naxalites Fund has been arranged.
- A special fund has been arranged for the surrendered Naxalites. Many socio-economic programs have been run for inclusive development, such as Pradhan Mantri Gram Sadak Yojana, National Rural Health Mission, Sarva Shiksha Abhiyan, MGNREGA,National Rural Drinking Water Scheme etc.
- Implementation of Right to Information ande-Governance system in the states is also a good step to improve the governance system and promote accountability and transparency in government work. Apart from this, negotiating meetings of states are also organized at various levels for better inter-state cooperation.
- The Government has revamped and restructured the Large Area Based Multi Purpose Government Societies (LAMPS) and Primary Agricultural Cooperative Societies (PACS) to meet all the credit related needs of Scheduled Castes,Scheduled Tribes and Weaker Sections.
- Formation of 'Integrated Squad' in the states most affected by Naxalism, Chhattisgarh,Jharkhand, West Bengal, Bihar and Odisha and Central Armed Forces for carrying out civilian action
- The Civil Action Program has also been included by the Government in the year 2017 as a component of the Umbrella Scheme “Modernization of Police Force” for a period of 3 years from 2017-18 to 2019-20.The Planning Commission (present NITIAayog)'s 'Integrated Action Plan' is noteworthy for the arrangement.
- Implementation of Panchayat Act and Traditional Forest Dwellers Act named PESA, 1996 and through 'Backward Area Grant Fund', the rights of local communities have been increased. 118 battalions of Central Armed Police Forces have been deployed in the states. Apart from this,10 Special India Reserve Battalions have also been sanctioned to the states to strengthen the security equipment of the states. 10 special type of CoBRA battalions have also been deployed.In the last financial years, special efforts are being made for financial inclusion for there sides of 35 districts worst affected by Left Wing Extremism.
- 'Sadak Sampark Yojana' is being operated for the areas affected by Left Wing Extremism. It will be implemented under the Pradhan Mantri Gram Sadak Yojana (PMGSY). Under this, 44 districts have been identified, out of which 35 districts are highly affected by violence and 9 such districts which are important from the point of view of security.
- The youth of Left Wing Extremism affected districts are to be given skill training under 'Pradhan Mantri Kaushal Vikas Yojana (PMKVY)'for self-employment. Out of the 35 most violence affected districts, 32 districts are covered under this scheme.Under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) electrification of un-electrified villages is being done for proper development of villages located in Left Wing Extremism affected districts.
