What is National Register of Citizens
This is a list of bona fide Indian citizens who are considered illegal immigrants whose names are not on this list.
This list was prepared in 1951 on the basis of census of the same year and since then this is the first time that this list is being updated and that too only in Assam now.
Now that it is not linked to any census, so people who want to enlist them selves as authentic citizens of India must either be members of the family of those people who have passed the N.R.C of 1951 or whose name was in the electoral roll for the State of Assam prepared up to 25 March 1971.
The date of March 25, 1971 has been chosen because it was the date fixed under the 'Assam Accord' of August 15, 1985.

The state government, which came to power on the basis of the 1983 elections, would have to resign and re-elections would be held in December 1985, based on the revised electoral rolls.
All migrants who came before the date of January 1, 1966, will be accepted as full citizens of India, they will also be entitled to vote.
Foreigners who came between January 1, 1966 to March 24, 1971,will be given citizenship rights on the basis of the Foreigners Act, 1946; But from the date of their identification, for the next ten years, they will not have the right to vote.
Foreigners who have come to the state after March 25, 1971, will be ordered to be deported under the law, terming them as infiltrators.
The Government of India will specifically consider the difficulties being faced with respect to the implementation of the Unlawful Migrants(Determined by the Tribunal) Act, 1983, expressed by the All Assam Students'Union and the All Asom Gana Sangram Parishad.
