Government At Various Levels Controlled Disaster Management System
An organized system has been created by the government to ensure the participation of all people in disaster management, from the center to the villages at the grassroots level.
CENTRAL LEVEL:-
- The work of disaster management at the central level or at the national level is under the 'Ministry of Home Affairs', in which relief works related to disaster management are directed and managed by the 'Central Relief Commissioner'. The Cabinet Group of Ministers headed by the Prime Minister and the officers of various ministries are responsible for the decisions and directions related to this level of disaster management. A 'Central Disaster Management Committee' is formed consisting of various departments, committees and related officers, which works related to disaster planning, relief assistance, training, guidelines,evaluation, international cooperation etc.
STATE LEVEL:-
- At the state level, the 'State Relief Commissioner' is responsible for the works of disaster management. At the state level, a 'State Disaster Management Committee' is formed consisting of the Director General of Police and the secretaries of various departments and members of the civil society, which works for the preparation, training and coordination of plans at the state level.
DISTRICT LEVEL:-
- At the district level, the 'District Officer' is responsible for disaster management. The District Disaster Management Committee consisting of various departments works for planning disaster management in the district, training of disaster management teams, cooperation in the management work of the central and state government and providing information.
BLOCK LEVEL:-
- At the block level, the Disaster Management Committee is headed by the 'Block Development Officer'. This committee does the work of planning,cooperation and training and coordination of various teams for disaster management.
VILLAGE LEVEL :-
- At the village level, there is a 'Rural Aapda Prabandhan Samiti' which is headed by the village headman. This is the lowest level of disaster management. The representatives of different sections of the village included in this committee are responsible for the preparation of disaster management plans at the village level, training of people, Mock Drilling Practice etc.
