Value Engineering Programme
The Ministry of Road Transport and Highways will implement the "Value Engineering Programme" to promote the use of new technologies,materials and equipment in highway projects.
The program aims to use new technology, materials and equipment to reduce the cost of projects and make them more eco-friendly, while at the same time ensuring that roads or bridges and other assets that can be built very rapidly. being structurally stronger and more durable.
This program will work to promote the use of new technologies, materials and equipment in all types of projects, whether executed through PPP mode or through public funding. The following goals will be ensured through this program
- Increase construction speed, reduce construction costs, increase asset durability, and improve beautification and safety
- It may be noted that the Ministry had last year constituted a National Panel of Experts to approve proposals related to deployment of innovative materials, alternative technologies and new equipment in the highways sector. This panel has been reorganized.
- This National Panel of Experts (NPE) will examine all technical matters relating to related technologies, materials and equipment and as may be specified by the Engineer concerned or the concessionaires/contractors.
- The National Panel of Experts (NPE) will also address technical issues that arise as a result of differences between engineers and concession contractors regarding the implementation of new and innovative technologies, materials and equipment.
- Further, it will also first decide the need for field trials of any new or innovative technology/materials/equipment and finalize the relevant specifications/codes/guidelines along with the relevant design approach, method of construction/sequences. Also, so that the contractors can be used properly.
