Obstacles (problems) in the path of Disarmament
It is the duty of every nation to save the world from destruction and to take initiative in the direction of world peace for human welfare. There are many means of achieving this objective, of which the most important means is disarmament, but the subject of disarmament has been very complex and controversial.
Although world public opinion and morality have always been in favor of disarmament, the problems and security of nations have created many obstacles in the path of disarmament, which are as follows
(1) The problem of priority The problem of disarmament arises whether the political problem should be solved first or disarmament should be done. These two are obstacles in each other's path and once one is resolved, the solution of the other is easy.It is thought that weapons are the cause of quarrels and reducing them will increase international love and friendship, but this effort will be one-sided. It should be that efforts should be made in every direction to remove the distrust and rivalry.
(2) The problem of distrust and insecurity is not possible to solve disarmament and control of arms and other political problems in a mistrustful environment among nations. If there is mutual trust between the countries, then there will be no need for arms.And even if there is no problem of disarmament, a state of complete distrust will establish one of anarchy and dictatorship. It is hoped that after the resolution of the problem of disarmament, a sense of confidence may arise in both the groups.No agreement can be reached due to mistrust and even if it happens, it cannot be implemented in true form.
(3) Problem of Proportion Disarmament refers to the imposition of limits or controls or reductions in armament. The basic problem of disarmament is to reduce the arms of all countries proportionately. After disarmament, it should not be that a strong country becomes weak and a weak country becomes more powerful. Therefore, in disarmament the 'balanced' or 'proportional power' has to be kept constant. The states are very careful that the proportional power does not change even after disarmament.Not only this, each state does not want to let its power come under any threat through disarmament,although it wants to weaken the power of other states. Therefore, proposals for disarmament are often one-sided.
(4) Economic problem Disarmament has a huge impact on the economy of a country. How the huge amount spent on the manufacture of weapons will be used in constructive works after stopping the manufacturing of weapons, how will the economy be saved from being disturbed, etc. How it can be used for the development of countries. It is also possible that the fear and hope of economic consequences from disarmament are real. What is the effect of this hope and fear on the prosperous society of the West, it is also a matter of conjecture. Apart from this, it also has an impact on the world level.
(5) The feeling of national interest and sovereignty is a great obstacle in the path of national selfish disarmament. Nations first look after their own interests and then go beyond their national boundaries and try to deceive the international world in language wrapped in ideals. No nation is an exception to this. For example, India did not sign the 1968 Nuclear Non-Proliferation Treaty. India is afraid of China and looks at the Nuclear Non-Proliferation Treaty with suspicion.
(6) Political problem- Disarmament depends on the solution of political problems.Therefore, political problems should be solved first or disarmament should be done.These two obstruct each other's path. It is thought that arms are the cause of quarrels. And their destruction will increase international love and friendship, but this effort will be one-sided. It should be that efforts should be made in every direction to remove estrangement, mistrust and rivalry. In fact, concrete work towards disarmament cannot take place as long as fundamental differences remain among the superpowers.
(7) The problem of determining the limit of arms - While doing disarmament, the estimate of the arms of the countries is determined, due to that a feeling of distrust and mistrust arises between the countries. At the time of determining the limit of arms, each country has doubts about the other country that perhaps it is trying to increase its power and reduce the power of the opposing side. Technically it is a difficult task to find out the military requirement of a country and reduce its military power in the same proportion.
