15 point reform charter
Vice President Venkaiah Naidu has given 15 point suggestions to stream line the legislative bodies in the country.
Points of Improvement in the 15 Point Charter,
1. The socio-economic, administrative and environmental impact of the bill should be studied before and after it is passed.
2. The tenure of parliamentary committee should be increased from the present one year to more.
3. Proceedings on the Women Reservation Bill should be taken forward..
4. The number of sittings of Parliament and State Legislatures to be held every year should be fixed and their observance should be ensured.
5. Members should follow the rules of the house and political The code of conduct should be enforced by the parties for the members.
6. To ensure attendance in the House, the roster system of members should be implemented by the political parties so that at least 50% of the party members are regularly present in the House.
7. To the Secretariat of the Legislatures in respect of the presence of the members Regular reports should be issued.
8. Such rules should be made which prevent the proceedings of the House.automatically apply in respect of members.
9. Political parties should ensure that the new and back seat members get proper opportunity to participate in the discussion in the House.
10. The anti-defection law should be reviewed and such cases should be disposed of by the presiding officer in due course of time.
11. The whip system of the parties should also be reviewed so that the right of the members to argue against the policy of their parties should be preserved and the stability of the government should also be intact.
12. Separate courts or tribunals should be set up to dispose of the criminal cases of the members in a time-bound manner.
13. Effective and prompt action should be taken against the members for committing unethical conduct.
14. Consensus should be reached on the basis of extensive deliberations on holdings simultaneous elections to Parliament and Legislative Assemblies.
15. Government funding of elections should be done to prevent money power.
