Strengthening the Sendai Framework and Disaster Risk Governance According to the Sendai Framework, disaster risk governance at different levels is of utmost importance for effective and efficient management of disaster risk. It requires clear vision, planning, capability,guidance and coordination amongst themselves and across sectors and the participation of relevant stakeholders. It is imperative to strengthen disaster risk partnerships to promote cooperation and partnerships for disaster risk reduction implementation and sustainable development.
The Sendai Framework emphasizes the following to strengthen disaster risk governance:
- To mainstream and integrate disaster risk reduction across all sectors and to enhance and develop synergy between relevant laws, regulations and public policies.
- It will have to guide both the public and private sectors through a legal framework so that roles and responsibilities are clearly spelledout. It must address disaster risks in public sustainability, or regulated services and infrastructure.
- It must promote actions by individual households, communities, and businesses. It has to promote relevant mechanisms and initiatives for disaster risk transparency. He has to coordinate and establish organizational structures.
- Adopt and implement strategies and plans for disaster risk reduction at all levels (permanent to national) and within time frames soas to avoid risks, mitigate existing risks and ensure resilient economic, social, to strengthen the health and environmental framework.
- To assess the technical, financial and administrative risk management capability at various levels or to deal with the identified risks.
- Resolve and update with in areas of safety-promoting laws and regulations,including land use, urban planning, building codes, environmental resource management, health and safety standards, to promote essential systems and risks
- To ensure high level of compliance so that better disaster risk management can be done.Develop and improve a system for periodic review and evaluation of progress of various Diaster Manegement schemes as well as promoting institutional debate with MPs and relevant officials on DRR schemes.
- As signing clear roles and functions through relevant legal frameworks to community representatives within disaster risk institutions and processes, and extensive public and community consultation during the development of such laws and regulations to support their implementation.
- Establish and strengthen government coordination forums such as nationaland local platforms with relevant stakeholders for disaster risk reduction at the nationaland local levels.
- Empowering local authorities, as appropriate, through regulatory functions and financial systems, to act and coordinate with civil society,communities and indigenous peoples and immigrants to address disaster risk on a sustainable level.
- To work with Parliamentarians for disaster risk reduction by developing or combining relevant legislation and making budgetary allocations. of the private sector, civil society, professional associations, scientific organizations and the League of Nations Promote the development of quality standards through partnerships such as certification and Award |
- To make relevant public policies and legislation, wherever possible, on the issue of resettlement or prevention of human settlements in areas prone to disaster risk.
