Particularly Vulnerable Tribal Groups
Development and welfare of PVTG There are some tribals whose population is decreasing or is stable. The literacy level of the community is low. Agriculture is pre-technology and economically backward. It is significant that. 75 such groups have been identified and classified as Particularly Vulnerable Tribal Groups in the 18 States and Union Territory of Andaman and Nicobar Islands region. Most of these groups are small in number, who have not achieved any significant level of social and economic progress and live in remote areas with poor infrastructure and administrative support. They need to be given priority for their protection and development and to prevent the decrease in their population.
The main areas offocus in the Conservation cum Development Plan of PVTG are:
1. Accommodation,
2. Land Distribution,
3. Land Development Animal Development,
4. Construction of Link Roads15. non-conventional sources of energy, and;
6. Social securityIn the year 1998-99, a separate scheme of 100% Central Sector was started for the development of PVTG and on the basis of experience and new knowledge, it was implemented during the financial year 2007-08.
It has been improved to make it more effective. The scheme is highly flexible as on its surface each state can focus on their respective PVTGs and their respective areas by taking into account their socio-cultural environment. The activities under this include housing construction, land distribution, land development, agricultural development, cattle development, construction of link roads, lighting, provision of non-conventional energy, social security including Janashree insuranceor PVTGs, which are of nomadic nature. Other innovative activities come for socio-economic development. Most of the State Governments and Union Territory of Andaman and Nicobar Islands have prepared the 'Conservation-cum-Development (CCD) Scheme' in the prescribed format by the Ministry of Tribal Affairs for the Eleventh Plan period keeping in view the housing/town development. The CCD plans notify the annual provisions for each financial year and the agency is also involved in the implementation of that activity.In addition, the Ministry of Tribal Affairs provides NGOs and Autonomous Societies of State Governments under various schemes to supplement the efforts of the Stateto ensure that the benefits reach a large number of Scheduled Tribes, especially inservice deficient areas. gives grants.
There are four such schemes:
1. Grants-in-aid to Voluntary Organizations for the Welfare of Scheduled Tribes
2. Monetization of Education among Scheduled Tribe Girls in Low Literacy Districts to Develop Female Literacy in Tribal Areas
3. Vocational Training Centers in Tribal Areas
4. Development of Particularly Vulnerable Tribal Groups (PVTGs).
