Criticism of Land Reforms in India
Lack of clarity Lack of effective legislation:-
Many legal efforts have been made for land reforms. But some where all these laws gets to see.
There is no upper limit for Khud kasht:
The maximum limit for holding the land for self-cultivation was not fixed. The mediators were allowed to keep huge land for themselves for Khudkasht.In this way the zamindars were allowed to keep large land for themselves, which was completely opposite to the objectives of zamindari abolition.Considering the individual as a unit in the demarcation, a ceiling was fixed on the land by demarcation, but for this, the family was not considered as a unit but the individual was considered as a unit. As a result, land was transferred to other members of the family. This significantly reduced the effectiveness of demarcation laws.
Problem of voluntary surrender:-
The cultivators themselves gave up their land. The tenants were forced by the land owners and zamindars to give up their rights over the agricultural land at will. The tenants were also exploited for this purpose.The economic and social condition of the tenants was so weak that they could not with stand the power of the landlords. So he 'voluntarily' gave up the land.
Non-fixation of ceiling of demarcation:-
A fixed limit of demarcation was not fixed in the whole country. There have been significant differences in the land ceilings in different states and indifferent regions of the same state.
'Lack of Strong Political Will:-
For the success of land reform laws, it is necessary that the government has a strong will power to implement them. The limited success of land reforms proves that not all state governments were very keen to implement land reform laws.
Administrative Problems:-
Lack of political will led to administrative apathy. Corrupt politicians, administrative machinery and big farmers together did not allow the implementation of land reform laws to succeed.There was widespread corruption in the implementation of land reforms by the administrative machinery due to which the land reform laws could not succeed.
