Discuss the role of state actors in contemporary international relations

In an era, international politics used to move around the 'state system', the sovereign state was an effective agent in international relations. According to the famous scholar Oppenheim, "Since international law is based on the consent of the states, the state itself is the main subject of international law." Is." According to Frederick Smith, "States are the holders of international personality." The Statute of the International Court of Justice states that "Only the states can be the plaintiffs in cases before the court." But at present, many powerful non-state actors (non-state actors) have started playing an effective role in international relations. The 191 member states of the United Nations, as well as several thousand non-state actors, are paving the way for simultaneous international relations. The study of the activities of non-state actors or actors has emerged as an interesting subject of study of international relations of the present time.According to the 'realistic theory' of international politics, the main characters of international politics are the 'states' and under this the external behavior of the states is studied,which are committed to achieve the national interest in terms of power. On the contrary, in the contemporary era, another popular approach to the study of international politics, which is also calledthe 'pluralist approach', according to which in international politics all those organizations perform the role of 'Actors' who organize and achieve their policy goals. To do so are based on public support in some way or the other. Pluralist notion considers state actors/agents as well as non-governmental organizations, multinational corporations and international organizations as effective characters in the study of international politics.In the present. age, we cannot limit the study of international relations or world politics only to the study of the role of sovereign states. Broadening the background of the study of world politics, the role of multinational corporations and non-governmental organizations must also be included in it.From the word 'non-state actors' it is sounded that the state actors / agents are the main characters.And other actors are secondary characters. Such an interpretation seems ambiguous as it is not clear whether intergovernmental organizations should be treated as inter-state or non-state organizations. Similarly, some scholars want to emphasize the notion that international relations are not limited to governments only, using the term international subject. Unfortunately, in diplomatic terminology, the use of the word international is from the perspective of those international companies.
