Supreme Court issues comprehensive guidelines on police reforms in'Prakash Singh v Union of India' case. The main points of these guidelines are as follows
• A State Security Commission should be set up in every state so that the government does not put unnecessary pressure on the police. together, formulate comprehensive policy guidelines and evaluate the performance of the state police.
• It should be ensured that the working police officers including Superintendent of Police in-charge of the district and SHO in-charge of the station The term of office shall be a minimum of two years.
• Law on criminal investigation and prosecution of police And it is also necessary to separate it from the responsibility of enforcing the system.
• Transfers of officers below the rank of Deputy Superintendent of Police,For appointment, promotion and other service based matters Police Establishment Board (PEB) should be established.
At the state level for complaints from the general public against police officers above the rank of Deputy Superintendent of Police, such as misbehavior,custodial death or rape, at the state level and at the district level for complaints against police officers below the above rank. Police Complaints Authority (PCA) should be established.
• A National Security Commission should be set up for the purpose of constituting a panel for the selection and appointment of heads of central police institutions,with a minimum tenure of two years.
